It is considered normal for a girl to start puberty as early as 8 or as late as 14. Puberty is generally considered the point when you first see some external signs that you are changing.
It would do no harm to ask your doctor if there might be something causing your delayed development. Likely he will tell you to be patient, but asking never hurts.
